A hosepipe ban took effect Thursday in Richmond following record spring heat and rainfall just 40% of normal levels. Thames Water imposed restrictions across its 10.1 million customers to protect supplies through autumn. Residents cannot use hoses for gardens, cars, or paddling pools, but watering cans and rainwater collection remain permitted. Breaches risk £1,000 fines.
